WebI’m not sure many people know this but, the FCC gave authorization to ITG (Traceback Group). This allows any phone number to be “traced” back to the original carrier/customer that placed the call. If the carrier ignores the trace back, it triggers the FCC to initiate a cease and desist as you see they have done here.
